Conversion of national licenses issued in accordance with Part-FCL into EASA licenses
All licenses issued in Romania comply with Part-FCL, the latest amendments. Consequently, valid licenses are considered to be in full compliance with the equivalent licenses in EU Regulation no. 1178/2011, starting with April 8, 2013. Their replacement will be carried out together with the revalidation of the first qualification from the license held or of any necessary modification in the license according to Part-FCL.
Annex II to EU Regulation no. 1178/2011 sets out criteria for the conversion of existing national licenses and qualifications for airplanes and helicopters. Holders of Part-FCL licenses issued by AACR who on April 8, 2013 have limitations registered in the license or do not have qualifications within the validity period, fall into the categories defined in Annex II to the regulation.
In atypical cases, which are not defined by the legislation in force, the conversion can be performed after the elaboration, by AACR, of a conversion report. This document compares the national rules, which formed the basis for issuing the license or the respective qualification with the specific requirements of Annex I to the regulation, being able to identify additional theoretical and / or practical training requirements.
The holder of such a license or qualification may choose to convert the license held to an equivalent or lower level in Annex I to the Regulation, depending on the conditions necessary for its issuance.
Conversion of licenses / qualifications issued in other third countries that do not issue PART-FCL licenses
A PPL / BPL / SPL, CPL or ATPL license issued in accordance with the requirements of Annex 1 to the Chicago Convention by a third country may be converted into a PPL / BPL / SPL license with a class or type rating for a only pilot complies with the FCL part by the competent authority of a Member State. The applicant will send to AACR, as the competent authority for Romania.
The licensee shall meet the following minimum requirements for the relevant aircraft category:
(i) pass a written examination at the AACR in the field of aviation legislation and human performance;
(ii) pass the PPL, GLP or SPL skill test, as appropriate, in accordance with Part-FCL;
(iii) meet the minimum requirements for the issue of the relevant type or class rating in accordance with Subpart H;
(iv) hold a Class 2 medical certificate, issued in accordance with the Medical Part;
(v) demonstrate language proficiency in accordance with FCL.055;
(vi) have completed at least 100 hours of flight time as a pilot.
Recognition of class / type qualifications issued by other EU Member States
A valid class or type rating entered on a license issued by a third country may be entered on a FCL compliant license, provided that the applicant meets the requirements specified in Annex III to EU Regulation no. 1178/2011 , Section C, respectively:
(i) comply with the experience requirements and conditions for issuing the applicable type or class rating in accordance with Part-FCL;
(ii) pass the skill test for the issue of the applicable type or class rating in accordance with Part-FCL;
(iii) the qualification that will be the subject of the recognition, to be in validity term in the original license.
(iv) have not less than:
(a) for class ratings for airplanes, 100 hours of pilot flight experience in that class;
(b) for airplane type ratings, 500 hours of flight experience as a pilot on that type;
(c) for single-engine helicopters with a maximum certificated take-off mass of up to 3175 kg, 100 hours of pilot experience on that type;
(d) for all other helicopters, 350 hours of flight experience as a pilot in that class.
Relevant documents
The applicant will submit to AACR the following documents:
(i) copy of the identity document
(ii) copy of the license with the associated qualifications and authorizations
(iii) copy of the flight book
(iv) the address, originally from the competent authority, regarding any suspension, limitation or revocation of the license
(v) a copy of the last proficiency check performed.
AACR will ask for confirmation of the validity and veracity (terms / type or class / restrictions, etc.) of the license / authorization / certificate from the issuing civil aeronautical authority before submitting the response regarding the conversion request.
Recognition of licenses issued in other EU member states
Validation of licenses issued in other states
Acceptance of licenses and associated authorizations and certificates issued in accordance with the standards in ICAO Annex 1, for the purpose of operating civil aircraft registered in Romania, shall be made on the basis of an application to AACR by an air operator or an individual applicant, if following to fly on an aircraft registered in Romania.
The validation request is submitted by the licensee to AACR and must explicitly contain the purpose of the validation and the area of competence requested. The application for acceptance is accompanied in original and copy by the documents attesting the qualifications held by the applicant in order to verify the authenticity. The answer will be sent by AACR to the applicant within maximum 30 days from the date of submitting the application.
AACR will request the confirmation of the validity and veracity (terms / type or class / restrictions, etc.) of the license / authorization / certificate from the issuing civil aeronautical authority before issuing the validation certificate.
The specific requirements regarding the validation of licenses issued by other states are found in Annex III to the EU Regulation no. 1178/2011.
The period of validation of a license does not exceed 1 year, provided that the basic license remains valid.
This period may be extended only once by the AACR if, during the validation period, the pilot has applied or is preparing to issue a license in accordance with Part-FCL. This extension covers the period required to issue the license in accordance with Part-FCL.
Conversion of licenses issued in other EU member states
A holder of a PPL / BPL / SPL, CPL or ATPL license issued by another State in accordance with the requirements of Annex 1 to the Chicago Convention may apply for conversion to an equivalent PPL / BPL / SPL license with a class or type compliant with FCL part.
The holder of such a license must submit to the AACR the request for conversion, accompanied by the reason for the request, a copy of the license and the medical certificate held, a copy of the flight book for the last year, as well as the last verification of competence.
Confirmation address from the competent authority of the state in which he resides or has settled.
AACR will ask for confirmation of the validity and veracity (terms / type or class / restrictions, etc.) of the license / authorization / certificate from the issuing civil aeronautical authority before issuing the response regarding the conversion request.

Recognition of type or class qualifications obtained in another state
A valid class or type rating entered on a license issued by a third country may be entered on a FCL compliant license, provided that the applicant meets the requirements specified in Annex III to EU Regulation no. 1178/2011, Section C.
The request for recognition must be addressed by the holder to AACR, accompanied by a copy of the license and medical certificate held, a copy of the flight book for the last year, as well as the last verification of competence.
AACR will ask for confirmation of the validity and veracity (terms / type or class / restrictions, etc.) of the license / authorization / certificate from the issuing civil aeronautical authority before issuing the response regarding the recognition request.
