The granting / revalidation / modification / renewal of examination authorizations is performed for AACR in compliance with EU provisions no. 1178/2011, subpart K and AMC-FCL subpart K.
To authorize the examiner of each, AACR issues a single document, attaches pilot licenses, called "Examination Authorization" which may include certain aspects of multiple roles in the care of the examiner meets the conditions of qualification and experience of authorization for several of the categories provided by EU no.1178 / 2011, subpart K.
In addition, the authorizations of the examining authorities are held and the document you can find may be granted, subject to the fulfillment of the requirements specified in AMC-FCL 1.025 and the authorization of the senior examiner.
It is necessary for the examiners to be licensed and to qualify / authorize at least equal to the license, respectively they may qualify / authorize for the care they are authorized to perform the in-flight verification.
Certificates of the examiner certify skill tests, proficiency checks or competency assessments to request care that is within the responsibilities of the AACR, except in the case of care:
(a) inform the competent authority of the liability that may be required in relation to the intent of a skill test, proficiency checks and proficiency assessments and of the scope of their privileges as examiners;
(b) have been informed by the AACR of national administrative procedures, responsible personal protection requirements, ensuring the imposition of accidents and taxes.
The examination of examiners for the performance of proficiency tests or the verification of competencies shall be made for the AACR, as follows:
(a) the request of the Romanian air operators, for small pilots;
(b) the request of the training organizers - ATO - for the graduates of the approved training courses;
(c) the request of natural persons;
(d) the application of the holders of Romanian care licenses is disadvantaged if there is another ICAO contracting company.
The designation of examiners retaining the authorization issued by another Member State may be maintained after the AACR provides information on the procedure of national administrative procedures, which must protect personal character, liability, accident insurance and taxes.
in case of appointment of the examiner, the applicant completes and submits to the AACR the corresponding form. The lack of AACR designation leads to the practice of canceling the examination.
Forms authorized by examiners / senior examiners are submitted in connection with PIAC CPN
Conditions and conditions for the renewal of examination authorizers are identical or famous for the initial authorization of words that may require a recurrent theoretical knowledge course organized by the AACR, or, with the prior agreement of the AACR, from an ATO.
The term of rehabilitation of the examination authorizers is of maximum:
(a) 36 months of data passed the theoretical examination, in the case of the initial authorization and the renewal of the examiner's authorization;
(b) 36 months of the expiry date authorized by the examiner shall be retained in the event of revalidation of the examiner's authorization.
The application forms for obtaining / revalidating / modifying / renewing the examination authorization are presented in the CPAC PIAC connection.
In order to process applications for obtaining / revalidating / amending / renewing the examination authorization, AACR will use evaluation forms submitted in CPN PIAC.
Initial Authorization
The application for the examiner's authorization, accompanied by official documents proving the relevant flight experience held, shall be submitted to the AACR taking into account the following criteria:
(a) the applicant holds the license issued by the AACR in accordance with Part-FCL and meets the minimum experience requirements of the applicant in accordance with the provisions of Part-FCL, Subpart K;
(b) the level of competence demonstrated by the applicant in the previous activity, which must be compatible with the exercise of the privileges granted to the examiner;
(c) the applicant has not been or has been involved (in the last three years) in administrative, civil or criminal investigations into acts related to the rights conferred by the license, qualifications and authorizations he possesses;
(d) information on:
(i) the number of qualified pilots of the same type as the applicant, in the case of air operators;
(ii) the average annual number of approved course graduates in the case of flight training organizations (ATOs).
For the evaluation of the request for revalidation of the examiner's authorization, the responsible persons within the responsible department have the following attributions:
(a) verify that the application form has been duly completed;
(b) verify that the minimum conditions applicable to the category of examiners are met by completing the YES / NO boxes in Part 1 of the assessment form;
(c) complete the “Verified department responsible” section 3 of the evaluation form.
if the applicant meets the conditions for obtaining his authorization as an examiner, the responsible department examines whether it is necessary for the applicant to complete an initial theoretical training course for examiners, conducted at a duly authorized ATO according to AMC FCL 1.015, under the supervision of AACR.
After completing the training course, the applicant will take a theoretical assessment in the AACR and an acceptability test under the supervision of an AACR inspector or a senior examiner, nominated for this purpose.
The acceptability test that the applicant for an examiner's authorization performs in the examiner's position includes the briefing, the actual test, the grade for the examinee, the debriefing and the completion of the documentation.
During the flight that constitutes the pass test, the AACR inspector or senior examiner informs the applicant of how the test is to be conducted, then monitors and evaluates the test itself.
For airplanes with only two seats representing the pilotage positions, it is allowed that the main examiner authorized evaluator to fulfill at the same time the role of the person examined by the examiner - applicant.
The results of the test, in terms of the evaluation of the examiner - applicant, are recorded by the authorized examiner / main authorized examiner on the form "Acceptance test for examiners".
The results of the skill test, in terms of the evaluation of the candidate examined by the examiner - applicant, shall be recorded by the examiner - applicant, if the latter was declared "ADMITTED" in the acceptability test, on the appropriate form in this procedure. , on which the participation and signature of the AACR inspector or the designated senior examiner will be recorded.
The form of the acceptability test for examiners is submitted to the AACR in original, by the care of the AACR inspector or the designated senior examiner.
in case of non-promotion of the acceptability test for examiners, it can be repeated only once in an interval of 30 days.
in case of re-examination mentioned in art. (11) above, a new form is completed. The form of the acceptability test containing the results after the re-examination is submitted to the AACR in original, through the AACR inspector or the designated superior examiner.
The authorized examiner / the main authorized examiner bears the entire responsibility regarding the development of the acceptability test for the examiners, as well as for the qualifications granted to both the examiner - applicant and the candidate examined by the examiner - applicant.
Revalidation of the examiner's authorization
The application for the revalidation of the examiner's authorization is sent to AACR, together with an activity report of the applicant regarding the activity carried out as an examiner.
In order to revalidate the authorization, the examiner will carry out, in the period of 90 days prior to the expiration date of the validity of the examined examiner authorization, a recurrent theoretical training course organized by AACR, or, with the prior agreement of AACR, by an ATO. in the latter case, the applicant sends to AACR, in copy, the training program of the course.
In order to revalidate the authorization, the examiner must meet the requirements specified in FCL 1.025 (b). One of the tests of skill or proficiency performed by the examiner in the last year of the period of validity of the authorization must have been carried out under the supervision of an AACR inspector or a higher examiner appointed by AACR for this purpose.
Recurrent theoretical training course for examiners
(a) The recurrent theoretical knowledge course shall be organized by the AACR or, with the prior agreement of the AACR, by an ATO. in the latter case, the applicant sends to AACR, in copy, the training program of the course.
(b) The theme and duration of the course organized by AACR are presented in PIAC CPN.
(c) The recurrent theoretical knowledge training course shall be completed by theoretical examination.
(d) The applicant shall be considered "ADMITTED" if he obtains at least 75% of the score allocated to the questions that make up the examination test.
(e) in case of non-promotion of the theoretical examination, the applicant shall be entitled to a single re-examination.
(f) following the promotion of the theoretical examination, AACR issues to the applicant a Certificate of completion of the course for examiners according to the model of PIAC CPN.
(g) A copy of the Certificate of Graduation shall be attached, as appropriate, by the applicant to the application for revalidation of the examiner's license.
Special powers of attorney
In the case of the introduction of a new aircraft into Member States or an operator's fleet, if compliance with the requirements of this Subpart is not possible, AACR may issue a specific certificate granting privileges for the performance of proficiency tests and proficiency checks. Such a certificate is limited to skill tests and verifications of the competence required for the introduction of the new type of aircraft, and its validity may not exceed, in any case, 1 year.
AACR will issue these certificates to holders of pilot licenses with experience in similar classes / types, who hold an examiner's license.
Holders of a certificate issued in accordance with the first subparagraph above who wish to request the issuance of an examiner certificate must meet the prerequisites and requirements for revalidation for that category of examiners.
The certificate issued by AACR for this purpose is presented in PIAC CPN.
Senior examiners
The authorization as senior examiner is granted on the basis of AMC FCL 1.020 in order to perform the acceptability tests in order to obtain, revalidate or renew the examiner authorizations.
The principal examiners are appointed from the authorized examiners who carry out their activity within the air operators or ATO training organizations. in special, justified situations, the authorization as superior examiner can be granted to some natural persons, who hold authorizations of examiners issued by AACR.
the registration of the privileges as superior examiner is carried out on the examiner authorization issued by AACR.
Privileges of examiners
The holders of an examiner's authorization have, depending on the type of authorization, the following privileges, if there are no limitations specified in the authorization:
(a) Licensing skills tests,
(b) Skills tests and proficiency checks for obtaining, revalidating or renewing class / type qualifications,
(c) Skills tests and proficiency checks for obtaining, revalidating or renewing instrumental qualifications,
(d) Skills tests and proficiency checks to obtain, revalidate or renew instructor qualifications,
(e) enter on the applicant's license the new date on which the qualification expires, if expressly authorized to do so by the AACR.
Examiners' responsibilities
Examiners must:
(a) ensure that communication with the applicant can be established without language barriers;
(b) ensure that the applicant meets all the qualification, training and experience requirements set out in this Part for the issue, revalidation or renewal of the license, qualification or certificate for which the indemnity test, proficiency check or assessment is performed;
(c) explain to the applicant the consequences of providing incomplete, inaccurate or false information regarding flight preparation and experience.
After completing the skill test or proficiency check, the examiner:
(a) inform the applicant of the test result. in the event of a partial promotion or a failure, the examiner informs the applicant that he cannot exercise the privileges associated with the qualification until the full promotion of the examination. The examiner details any additional training requirements and explains the applicant's right to appeal;
(b) in the event of a promotion of proficiency check or competency assessment for revalidation or renewal, enter on the applicant's license or certificate the new date on which the qualification or certificate expires, if expressly authorized to do so by the AACR;
(c) provide the applicant with a signed report on the proficiency test or proficiency check and submit, within a maximum of 15 working days, copies of the report of the competent authority that issued the applicant's license and the competent authority that issued the examiner certificate. The report must contain:
(i) a statement that the examiner has received information from the applicant about his / her training and experience and has found that the training and experience meet the applicable requirements of this Part;
(ii) confirmation that all necessary maneuvers and exercises have been performed, as well as details of the oral theoretical examination, if any. if one of these elements has failed, the examiner shall note the reasons for this assessment;
(iii) the result of the test, verification or assessment of competence.
(d) Examiners shall keep records for a period of 5 years with details of all proficiency tests, proficiency checks and proficiency assessments performed and their results.
(e) Examiners shall submit, whenever requested by the AACR or upon revalidation of the examiner's authorization, all files and reports, as well as any other information, as required by supervision.
Monitoring of flight examiners
The purpose of monitoring is to standardize / harmonize the method of taking in-flight tests as well as the method of evaluating the candidate's performance.
Flight examiners will participate in recurrent training every three years.
Also, each authorized examiner is monitored, annually, during the 3-year validity interval of the authorization, in addition to the acceptability test, in order to revalidate the authorization. The monitoring is performed by an inspector belonging to AACR. The particular situations are to be decided by the AACR, on a case-by-case basis.
Monitoring for a special case of a flight examiner may be decided only when there are good reasons:
(a) the pass rate is not statistically within the national average;
(b) the duration of the tests was too long or too short compared to GM1 FCL 1.015;
(c) the conclusions / remarks during the test are not relevant or are in contradiction with the final result;
(d) a public complaint has been made regarding the competence or conduct of the flight examiner during a flight / SIM test;
(e) improper performance of the activities performed as an examiner and / or demonstration of an unsatisfactory level of competence in relation to the privileges granted by the examiner's authorization.

Conflict of interest
In order to avoid conflicts of interest, indirect or direct, flight examiners must follow the rules described in this procedure.
"Conflict of interest" is defined as a situation of incompatibility in which the flight examiner has a personal interest that may influence his impartiality and objectivity in specific assessment, monitoring and reporting activities.
Skills tests or proficiency assessments may not be performed on persons applying for a license, qualification or certificate, provided that the examiners:
(b) have provided them with practical training for the license, qualification or certificate for which the skill test is taken or the assessment of competence is carried out;
(c) if they have dealt with the skill test recommendation in accordance with FCL.030 (b);
(d) their objectivity could be affected.
