Between 6 and 8 August 2019, a team of the European Civil Aviation Conference (ECAC) is present in Romania for the development of a pilot program in the field of aviation, regarding the observance of the rights of persons with reduced mobility / disabilities traveling by air. Romania, through the Romanian Civil Aviation Authority (AACR) participates voluntarily in the program initiated by ECAC regarding the evaluation of the quality of assistance provided to persons with disabilities / reduced mobility at airports and on board the aircraft. The main objective of this program is to develop a systematic and effective approach to enable ECAC Member States to implement in a harmonized manner the recommendations of ECAC Doc 30, Part I, on assistance to persons with reduced mobility / disabilities, while taking into account with a view to strengthening the capacity of States to carry out their own supervisory activities in this field.
Thus, the ECAC team present in Bucharest, together with inspectors from AACR meet during technical meetings and evaluation visits with representatives of the International Airport "Henri Coandă" and the National Air Transport Company TAROM in order to identify possible improvement actions the activities of respecting the rights of persons with reduced mobility / disabilities traveling by air. On this occasion, among other aspects, the topics of interest will be represented by the training of the staff involved in the management of the activity for people with disabilities / reduced mobility and signage inside the airport.
The quality assessment program is currently being developed, based on the recommendations contained in Doc ECAC 30, Part I, Annex 5-L, and in consultation with the Subgroup on Aviation Facilities for the Transport of Persons with Reduced Mobility. Thus, procedures and best practices will be developed for the benefit of ECAC Member States in their monitoring activities and, consequently, the general framework will be developed to ensure harmonized and high quality assistance for people with reduced mobility.
