Bucharest, May 7 - ICAO Secretary General, Dr. Fang Liu, together with the Minister of Transport, Mr. Lucian Sova, President of the Defense, Public Order and National Security Commission, Mr. Dorel Caprar, General Director of the Romanian Civil Aeronautical Authority, Mr. Armand Petrescu, opened today in Bucharest, the SUMMIT ON CYBER SECURITY IN CIVIL AVIATION - EUROPE, THE MIDDLE EAST AND AFRICA (EMEA).
This meeting is organized by ICAO in cooperation with the Romanian Civil Aviation Authority and the Defense, Public Order and National Security Commission of the Chamber of Deputies.
The purpose of this event in Bucharest is to consolidate and harmonize national and international security systems in the cybernetic field, so that aviation security and safety are ensured at an increased level, in order to have a coherent and integrated collaboration.
The theme chosen for this Summit brought to Bucharest the brand representatives of some International Organizations such as EASA, the European Aviation Safety Agency, EUROCONTROL, the European Civil Aviation Conference (ECAC) and the International Air Transport Association (IATA), the representatives of the authorities. responsible for civil aviation in Africa, the Middle East and Europe and specialists in the field of information systems.
The need to develop an adequate legal framework for current technological progress, regulations and standards specific to civil aviation, so that the cybernetic field is integrated, was one of the topics addressed by all speakers in the opening panel of the event. Participants agreed that ICAO provides the ideal platform for bringing together the many global cyber security initiatives and providing Member States with the regulatory framework needed to ensure the cyber resilience of civil aviation.
One strategic direction that civil aviation is to address is related to the development of cyber capabilities - human resources, technologies, processes - to detect, protect, defend, analyze, support decision-making, response and restore the functioning of information systems used in civil aviation.
A new security culture that promotes communication mechanisms and the exchange of information on cyber incidents will add value in managing potential cyber crises.
The exercise included in the Summit will underline the validity of this paradigm shift in the field of security and safety and civil aviation.
The agenda of today's discussions included topics related to ways to strengthen and harmonize cyber security systems at the state level, some methods of recognizing cyber risks and the ways in which cyber events are treated (identification, classification, resolution).
The summit in Bucharest takes place over three days, at the Parliament Palace and is the first event organized by ICAO in Romania, in the field of cyber security.
