On July 9, 2020, the Romanian Civil Aviation Authority approved the safety argument related to the commissioning of data communication services (DataLink) in FIR Bucharest. This service will be provided by ROMATSA, general air traffic, above flight level FL285. The ROMATSA certified service provider developed and put into service in 2019 a new air traffic management system, called the ATM2015 + System, a system that can now use DataLink communication functionalities.
The implementation of DataLink services ensures Romania's compliance with the requirements of Regulation (EC) no. 29/2009 and Implementing Regulation (EU) 2015/310 and will contribute to the decongestion of voice communication channels by providing benefits in terms of air traffic control efficiency and increasing capacity in high-density upper airspace. DataLink communications functionalities support communications with both ATN (Aeronautical Telecommunications Network) equipped aircraft and those equipped with FANS (Future Air Navigation Systems).
From a safety point of view, the introduction of DataLink services will reduce the likelihood that the instructions issued by the air traffic controller will be misunderstood by the pilots and will constitute additional air-ground communication.
Romania thus demonstrates its commitment to fulfilling its obligations in implementing the requirements of the Single European Sky and makes a significant contribution to achieving the objectives of the Global Civil Aviation Organization (ICAO GANP) global roadmap and the Traffic Management Master Plan.
