Romania, as a signatory to the Chicago Convention, must implement and apply in civil aviation the recommended standards and practices developed and approved at the level of the International Civil Aviation Organization. In order to demonstrate compliance with these, Member States are regularly audited to verify the degree of transposition and implementation of international standards in national legislation, procedures and operating instructions enjoyed by the industry, the organization of responsible entities from with the aim of implementing these standards in all civil aviation activities in Romania, training and qualification of control personnel and their way of working, fulfilling the state obligations regarding the authorization and certification of civil aviation entities as well as their continuous supervision and state intervention capacity in cases where flight safety may be affected.
Thus, through the audit completed in December 2012 by the International Civil Aviation Organization in Romania, at the end of the cycle included in the Universal Systemic Safety Audit Program (USOAP CSA) correlated with continuous monitoring (USOAP-CMA), Romania ranks 4th in Europe, after France, the United Kingdom and Ireland and in 10th place worldwide in 192 Member States. This special position is the result of the consistent, documented and adequate activity of specialists from all areas of civil aviation (Ministry of Transport, Romanian Civil Aviation Authority, Center for Civil Aviation Safety Investigation and Analysis and Civil Aviation Search and Rescue Coordination Center - ROMATSA) .
In this context, maintaining the standard reached and even improving it, where appropriate, becomes the absolute priority of the future strategy in Romania, given the development of aviation in the next period.
