The ICAO Council adopted a new report and recommendations aimed at restarting the international air transport system. The COVID-19 report and guidelines were prepared by the Council's Working Party on Aviation Recovery (CART). They have been developed through extensive consultations with countries and regional organizations and with important advice from the World Health Organization and key aviation industry groups, including IATA, ACI World, CANSO and the International Coordinating Council for Aerospace Industry Associations ( ICCA).
The CART report contains a detailed analysis of the situation generated by the COVID-19 crisis and key principles, supported by a series of recommendations focused on the objectives of public health, aviation safety and security and the economic recovery of aviation.
This report is complemented by a special document entitled 'Take-off', which contains guidelines for public health risk mitigation measures and four separate modules on airports, aircraft, crew and cargo.
States are encouraged to follow the key principles and recommendations set out in the report, as well as to pay particular attention to the set of recommended risk mitigation measures set out in the document annexed to the report. While national and regional needs may require different approaches, these guidelines will facilitate the mutual recognition and harmonization of global, COVID-19 related aviation measures in accordance with ICAO standards, plans and policies.
AACR will take all necessary measures to ensure the implementation of these recommendations and to come to the aid of the Romanian aeronautical industry, in order to restart the activity, in safe conditions for both the passengers and the aeronautical personnel involved.
