On September 10 in Cologne, Germany, Mr. Armand Petrescu - General Manager of RA AACR participated in the third meeting of the Board of Directors of EASA (EASA MB 03/2014).
An important point at the meeting was the future aviation regulatory system. Mister. Pekka Henttu (FI), chair of the subgroup on this issue, and where the representative of humanity is a member, presented a report on the analysis undertaken up to June 2014, as well as recommendations and actions to be taken at EASA level. These include: avoiding a process of over-regulation, promoting regulations on performance and risk-based supervision, promoting competitiveness in European industry and avoiding over-regulation, facilitating the implementation of a European Safety Management System (SMS) / state / authority / organization, as well as strengthening the role of the agency at international level.
Another item on the agenda was the report of the EASA Executive Director, Mr. Patrick Ky. Among the topics discussed were those related to the activity of the Bardarbunga volcano in Iceland, Mr. Ky supporting the need for a meeting to take action. He drew attention to issues related to the tragedy in Ukraine with flight MH17 and pointed out that although EASA has issued flight information bulletins in areas of armed conflict, the information reaches EASA with some delays. As a result, the Agency is trying to find ways to alert EU carriers and authorities as soon as possible, following the receipt of information from those areas.
Another discussion was about major new projects on derivatives of Airbus and Boeing aircraft, respectively Airbus A330-900, Boeing 787-10 and Boeing 777-X.
In the field of SAFA, the publication of AMC and GM as transpositions and developments of SAFA guidance material was discussed in the new regulatory context and the implementation of the evaluation process of SAFA inspection preparation organizations. It was also discussed that the new questionnaires for the examination of pilots in the EASA ECQB process will be launched in January 2015.
During the meeting, the members of EASA MB elected, by vote, Mr. Luc Tytgat (BE) as Director of Strategy and Safety Management and Mr Olivier Ramsayer (FR) as Director of Human Resources, Financial, IT and Procurement.
At the same time, in view of the expiry of the term of office of the President of EASA MB, Mr Michael Smethers, the Romanian delegate, supported the appointment of Pekka Henttu, an experienced person in EASA MB and in the subgroup on the future aviation regulatory system, as President of EASA MB.
The inspection program for next year was also presented at the meeting and the calendar of EASA MB meetings for 2015 was adopted.
