Bucharest May 9 - The third day of the event organized in Bucharest by ICAO, in partnership with AACR and the Commission for Defense, Public Order and National Security of the Chamber of Deputies, was dedicated to debating the conclusions of the exercise which consisted in simulating an attack cybersecurity on an airport, as well as the coordination and cooperation necessary for the development in optimal conditions of the activities in the field of cyber security.
The main topics discussed were the need for a clear legislative framework, specific regulations and standards for civil aviation, the importance of correctly understanding existing vulnerabilities in the cyber environment and the support provided by managers of entities operating in civil aviation, and how to communicate and cooperate in transparent way with the media in crisis situations.
Also, a particularly important moment was the debate on delegating responsibility in the event of a crisis in which cybersecurity services were outsourced, in the context in which the impact of the attack occurred and the airport management will have to assume the consequences. . During the third day, concrete examples and potential solutions to counter threats in cyberspace were presented, which can be materialized through better cooperation and collaboration of multinational organizations at local, regional and international level. At the same time, ways of reconciling the interest and national sovereignty with the need for civil aviation to function as a network aimed at ensuring the safety and security of air transport were discussed.
The main conclusions of the Summit hosted by the Palace of the Parliament focused on awareness of cyber threats, the need to update and harmonize legislation on policies and regulations in the field of physical security and safety, and the involvement in this process of ICAO, EASA, EUROCONTROL, ECAC , but also of other entities with attributions in the field in order to achieve the necessary synergy.
Another pressing need identified is the development of cyber capabilities - personnel, technologies and processes - in order to ensure detection, protection, analysis and defense, but also the adequacy of the reaction in case of a cyber attack, which aims to strengthen the resilience of civil aviation. in Bucharest, the statement assumed by the participants represents an important moment of the evolution of the debates in the field under the aegis of ICAO, carried out in the spirit of a common vision meant to build a secure future.
