The Ministry of Transports, as a tutelary public authority of the Autonomous Authority “Romanian Civil Aeronautical Authority”, through the Commission for evaluation / preliminary selection of candidates for the Board of Directors of the Autonomous Authority “Romanian Civil Aeronautical Authority”
Announces the organization of the preliminary evaluation / selection of candidates for the members of the Board of Directors of the Autonomous Authority “Romanian Civil Aeronautical Authority”, in accordance with the provisions of the Government Emergency Ordinance no. 109/2011, regarding the corporate governance of public enterprises, as follows:
5 (five) administrator positions, outside the Ministry of Transport or other public institutions.
GENERAL AND SPECIFIC CONDITIONS:
I.1 General conditions:
- Romanian citizenship, citizenship of other member states of the European Union or of the states belonging to the European Economic Area and domicile in Romania;
- knowledge of the Romanian language (written and spoken);
- state of health corresponding to the position for which he is running, attested on the basis of valid medical documents;
- full exercise capacity;
- has not been dismissed from a public office or his individual employment contract has not been terminated for disciplinary reasons in the last 5 years;
- not to be incapable, according to the law, or who has been convicted for fraudulent management, abuse of trust, forgery, use of forgery, deception, embezzlement, perjury, giving or taking bribes, for the offenses provided by Law no. 656/2002 for the prevention and sanctioning of money laundering, as well as for the establishment of measures to prevent and combat the financing of terrorism, with subsequent amendments and completions, for the offenses provided in art. 143-145 of Law no. 85/2014 on insolvency prevention and insolvency procedures, with subsequent amendments and completions.
- not to be part of more than 4 other boards of directors of some autonomous utilities or companies.
I.2 Specific conditions:
long-term higher education graduated with a bachelor's degree;
experience in the administration / management of some autonomous utilities or commercial companies profitable in the field of activity of the autonomous utilities, including commercial companies from the private sector;
they cannot have the quality of civil servant or belong to other categories of staff within the Ministry of Transport or other public institutions.
to meet the independence conditions provided in art. 3 paragraph (2) of Regulation (EU) no. Regulation (EC) No 139/2014 laying down technical requirements and administrative procedures in respect of aerodromes pursuant to Regulation (EC) No. 216/2008 of the European Parliament and of the Council;
to meet the conditions provided in art. 62 of GO no. 29/1997 - Air Code, with subsequent amendments and completions;
to meet the independence conditions provided in art. 4 paragraph (2) of Regulation (EC) no. 549/2004 of the European Parliament and of the Council establishing the framework for the creation of the single European sky.
- Selection criteria:
Fulfillment of the above conditions and those required by Emergency Ordinance no. 109/2011 on the corporate governance of public enterprises;
Knowledge of the normative act regarding the organization and functioning of the Autonomous Authority “Romanian Civil Aeronautical Authority”;
Solid knowledge of good corporate governance practices;
Managerial skills evaluated based on the following criteria:
capacity for analysis and synthesis
communication skills (written and spoken)
results orientation
decision making capacity
- CV in Europass format (the model will be downloaded from the website of the autonomous directorate);
- Criminal record;
- Copies legalized after study documents (for those who have completed their studies abroad, proof of equivalence of studies issued by the Ministry of National Education - National Center for Recognition and Equivalence of Diplomas is required);
- Copy of identity card;
- Copy of workbook / supporting documents;
- Proof of appointment as administrator / manager (where applicable);
- Declaration on its own responsibility, showing that during the period in which he held an administration / management position within a company or a commercial company in the field of activity of the Autonomous Authority “Romanian Civil Aeronautical Authority”, it registered a profit , at least during one financial year; (where applicable);
- The certificate attesting the appropriate state of health, issued no later than 6 months prior to the submission of the application, by the candidate's family doctor or by the authorized health units. The certificate will clearly contain the number, date, name of the issuer and its quality, in the standard format established by the Ministry of Health;
- Declaration on his own responsibility by which the candidate will confirm that he is not in one of the situations provided in art. 6 of GEO no. 109/2011 on the corporate governance of public enterprises or that he has suffered a conviction for a crime related to professional conduct (the model of the declaration will be downloaded from the website of the autonomous administration);
- Declaration on his own responsibility by which the candidate will confirm that he will not be in one of the situations provided by:
- art. 3 paragraph (2) of Regulation (EU) no. 139/2014 to the EC;
- art. 4 paragraph (2) of Regulation (EC) no. 549/2004 of the European Parliament and of the Council;
- art. 62 of GO no. 29/1997 - Air Code, with subsequent amendments and completions.
- Fiscal record issued based on GO no. 75/2001 on the organization and operation of the tax record, with subsequent amendments and completions, within the validity period of 30 days (it is necessary to ensure the prevention and combating of tax evasion in case of appointment of new legal representatives).
- Proof of current employment / Declaration on one's own responsibility that they are not civil servants or do not belong to other categories of staff within the Ministry of Transport or other public institutions (the model declaration will be downloaded from the website of the autonomous administration).
All the documents mentioned above are mandatory (the absence of at least one of the documents mentioned above leads to the rejection of the application).
By submitting the application, the candidates give their implicit consent for their personal data to be processed for the purpose of the evaluation / selection procedure.
SELECTION STAGES:

the interview of the selected candidates will be based on the following bibliography:
- a) Government Decision no. 405/1993, regarding the establishment of the Romanian Civil Aeronautical Authority with the subsequent modifications and completions;
- b) GEO no. 109/2011 on the corporate governance of public enterprises, with subsequent amendments and completions;
- c) Law no. 15/1990 on the reorganization of state economic units as autonomous companies and commercial companies;
- d) OMFP no. 435/2013 regarding the empowerment of the persons within the economic-financial inspection apparatus to ascertain the contraventions and to apply the sanctions provided by GEO no. 109/2011;
- e) O.G. no. 26/2013 on strengthening financial discipline at the level of economic operators in which the state or administrative-territorial units are sole or majority shareholders or directly or indirectly hold a majority stake
- d) O.G. no. 64/2001 regarding the distribution of the profit to the national companies, the national companies and the commercial companies with integral or majority state capital, as well as to the autonomous utilities, with the subsequent modifications and completions.
For the interview, a maximum score of 100 points is established, the result obtained by the candidate representing the sum of the scores obtained at this test.
The selection is made in compliance with the principles of non-discrimination, equal treatment and transparency and taking into account the specifics of the field of activity of the Autonomous Authority "Romanian Civil Aeronautical Authority".

The requested applications and documents will be submitted within 15 days from the date of publication of the announcement, at the Registry of the Ministry of Transport, B-dul. Dinicu Golescu no. 38, sector 1, Bucharest, in a sealed envelope. Candidates will receive a registration number and the date of submission of the application.
The envelope will have mentioned the Candidacy for the position of member in the Board of Directors of the Autonomous Authority “Romanian Civil Aeronautical Authority”, as well as the name, surname and domicile of the candidate.
The result of the selection of the files will be published within 5 working days from the deadline for their submission on the website of the Autonomous Authority “Romanian Civil Aeronautical Authority”: www.caa.ro.
Candidates declared admitted at the stage of selection of files will be evaluated in an interview, the date, time and place of the interview will be announced on the website of the company.
Candidates will have to take into account the fact that, following the selection process, the members of the board of directors are appointed by the management of the tutelary authority, respectively the Ministry of Transport.
