A delegation led by Mr. Armand Petrescu, Director General of AACR participated in the 2nd High Level Conference on Aviation Safety, which took place in Montreal on February 2-5, 2015.
The theme of the conference was "Planning to Improve Global Civil Aviation Safety". The main purpose of the conference was to bring together the decision makers of world civil aviation, in order to formulate conclusions and recommendations in the context of obtaining an international consensus on key actions on aviation safety.
The conference, held at a time with recent tragic events in civil aviation, which included Malaysia Airlines flights MH370 of March 8, 2014 and MH17 of June 17, 2014, as well as Taiwanese flight TransAsia Airways of February 4, 2015, events resulting in loss the lives of passengers and crews, brought to the forefront the emerging safety issues.
The conference brought together more than 850 participants, representatives of the national aviation authorities and the industry, who reached a global consensus on two essential aspects for aviation safety: improving flight monitoring and mitigating risks when operating aircraft in conflict areas. .
During the Conference were presented and discussed 100 working papers (Working Papers), 40 informative documents (Information Papers) and were posted on the website a series of presentations related to the above topics, such as: USOAP CMA up data, USOAP CMA Online Framework, EFOD Demonstation, Performance based Regulations, etc.
The participants undertook to act to improve aviation safety by:
o active participation in the activities of the regional civil aviation safety groups (RASG),
o use of all available resources to accelerate the full implementation of performance-based air navigation (PBN) surveillance,
o application of risk management principles in national safety programs (SSP) and ensuring the implementation of such principles in safety management systems (SMS),
o cooperation for the effective implementation in each region of the world of the objectives set out in the ICAO Global Aviation Safety Plan (GASP).
States were invited to:
o Maintains public confidence in the safety of air transport by improving flight tracking, especially over ocean and remote areas, and improving search and rescue procedures,
o develops procedures to facilitate the management of events that affect public health;
o securely integrate remotely piloted aircraft (RPAS / UAV) systems into civil airspace, refer to ICAO guidelines in this regard and establish a way to inform users of the risks associated with their operation;
o implement improved provisions on the protection of information relating to accidents and incidents,
o Supports ICAO in developing a global framework for the collection and exchange of safety information.
“Planning to improve civil aviation safety globally” was summarized in a programmatic document: HLSC / 15-WP / 108 - 05.02.2015, issued at the end of the Conference.

Finally, we reiterate that Romania, through AACR, pays special attention to maintaining a high level of civil aviation safety, a fact demonstrated worldwide by the results of audits conducted by ICAO / ICAO, within the Universal Civil Aviation Safety Audit Program (USOAP): 4th place, after France, UK and Ireland, in the EU and 10th place, between the USA and Japan, as well as at European level, by EASA, within the standardization inspections.
