The Ministry of Transport, Infrastructure and Communications (MTIC) makes the following clarifications regarding the lifting of flight restrictions and the resumption of air traffic:
Based on the Government Decision no. 394 of May 18, 2020 regarding the declaration of the state of alert and the measures applied during it to prevent and combat the effects of the COVID-19 pandemic, through art. Article 4 (1) provides: 'Suspension of flights by aviation economic operators to Austria, Belgium, the Swiss Confederation, France, Germany, Iran, Italy, the United Kingdom of Great Britain and Northern Ireland, the Kingdom of the Netherlands, Spain, the United States United States of America and Turkey, and from these countries to Romania for all airports in Romania, according to art. 37 of Law no. 55/2020 ".
By the provisions of Government Decision no. 465 of June 11, 2020 for the amendment and completion of annexes no. 2 and 3 to the Government Decision no. 394/2020 on the declaration of the state of alert and the measures applied during it to prevent and combat the effects of the COVID-19 pandemic, in point 8 it was provided that “At Annex no. 3 Article 4, after point 1 a new point shall be inserted, point 1 ^ 1, with the following content:
1 1. The flights provided for in point 1 may be resumed for countries subject to the quarantine / isolation exception established by the National Institute of Public Health and approved by the National Committee for Emergency Situations. "
Therefore, based on the proposal of the National Institute of Public Health (INSP), the National Committee for Emergency Situations (CNSU) will decide on lifting flight restrictions and resuming air traffic, but also the list of countries to / from which, starting June 15 2020, flights will resume. INSP establishes this list on the basis of the daily average reported to 1 million inhabitants, with reference to the situation in which it is not more than 5 new cases / 1 million inhabitants, in the last 14 days.
