In the context in which:

 

At the international level, there is a multiplication of areas of society in which the use of unmanned aircraft on board is useful both in terms of eliminating the risk of accidents / incidents in the case of human crews and economic profitability; make it possible to purchase unmanned aircraft without restrictions on board, it is almost impossible to monitor unmanned aircraft operating in airspace, there is an impossibility to monitor production activities in the future due to the development of manufacturing possibilities of aircraft structure unmanned aerial vehicles using 3D printers, encouragement of the development of air systems involving fully autonomous unmanned aerial aircraft, European Commission has launched various legislative initiatives / proposals to encourage the use of unmanned aerial vehicles in specific air operations the field of transport (express mail, deliveries of products, etc.), there is an increase in the risk of affecting national security and public order and the violation of the citizen's right to privacy given the current existence of an incomplete and insufficiently consolidated legislative framework.

in Bucharest, between March 27-31, 2017, the first meeting of the JARUS working group (Joint Authorities for Rulemaking on Unmanned Systems) will take place.

JARUS is a working group composed of experts from national civil aviation authorities and regional / international civil aviation bodies and organizations. The working group was set up in 2011 by representatives of the national civil aviation authorities of Italy, France, the Netherlands, Germany and the USA. Currently, the working group includes specialists from the national civil aviation authorities from 50 states on all continents.

 

At the end of 2015, industry representatives, in order to provide technical support, created the Stakeholder Consultation Body (SCB). SCB nominated a representative for each of the 7 working groups of JARUS, this representative having an observer status.

 

The aim of JARUS is to develop a unique set of technical, safety and operational requirements for the integration into the airspace controlled and certification of unmanned civil aircraft (UAV / RPAS / drones). The technical requirements developed within the working group take into account the following:

 

aircraft type and airworthiness certification; certification of related equipment used for aircraft command and control, authorization of design, production and maintenance organizations; licensing of operators and authorization of training centers; licensing of related technical staff. but also in order to speed up the elaboration and implementation of a legislative framework applicable to the field of unmanned aircraft, the uniform legislative framework at European level, JARUS has been designated by the European Commission as a "technical body" with responsibilities for drafting regulations applicable to planning and deployment. flight activities involving unmanned aircraft on board.

 

Romania, through AACR became a member of JARUS, and participates in the work of the working group starting with January 2015.
