Project presentation
The DANUBE FAB project, in the airspace under the responsibility of Romania and the Republic of Bulgaria, aims to improve capacity, cost efficiency and environmental protection by harmonizing and optimizing the provision of air navigation services and civil-military cooperation in a sustainable development process, by maintaining or even increase the level of security.
Romania and the Republic of Bulgaria have concluded a State Level Agreement, which specifies the general legal framework for the governance of DANUBE FAB. After the State Level Agreement entered into force, a governance structure for the management of DANUBE FAB was established. The State Level Agreement entered into force on November 16, 2012.
The governance structure consists of three basic bodies, as follows:
- Governing Council: oversees and approves the basic FAB documentation (DANUBE FAB Strategic Plan and annual plan, safety policy, airspace policy, performance plans, etc.). The Governing Board is composed of one high-level representative of the state transport authority for each state, one representative of the authority responsible for military aviation for each state, the heads of both NSAs and the heads of both ANSPs;
- NSA Board: oversees specific NSA activities. It is composed of representatives of both NSAs from the two Member States. Details of NSA cooperation are included in the NSA-level agreement;
- ANSP Board (ANSP Board): oversees the implementation at ANSP level in both Member States of the aspects provided by the Agreement at ANSP level. The Council is composed of representatives of both ANSPs. Details of ANSP cooperation are included in the Agreement at ANSP level.
