Overview, purpose and applicability
Air traffic services represent that category of air navigation services which is responsible for the provision of air traffic control services (regional, proximity and aerodrome control services), flight information service, air traffic advisory service and alarming service, defined according to the specific applicable regulations. The supervision of air traffic service providers shall be carried out in accordance with applicable civil aviation procedures and instructions, in order to verify their compliance with EU and national safety regulatory requirements, recommendations and guidance provided in ICAO procedural and circular manuals, but also using indicative materials and EUROCONTROL indications, applicable to our geographical area.
Communications, navigation and surveillance services are support services for air navigation services. The commissioning of the functional systems used for the provision of air navigation services, including their modifications, and their operation shall be subject to supervision in terms of compliance with the applicable safety and interoperability requirements. Verification of compliance with these requirements is done by the Systems Interoperability Bureau through surveillance audits, inspections at the locations of the respective systems, authorization of CNS systems, etc. The supervision of communications, navigation and surveillance service providers shall be carried out in accordance with the applicable civil aviation procedures and instructions.
Aeronautical meteorological services represent that category of air navigation services which is responsible for providing meteorological information in a form appropriate to users. They are necessary to ensure the safety, regularity and efficiency of air navigation. Currently, aeronautical meteorological services are provided in FIR Bucharest according to ICAO Annex 3, except for the services provided by WAFC - World Area Forecast Center, VAAC - Volcanic Ash Advisory Center, TCAC - Tropical Cyclone Advisory Center, State Volcano Observatories, RSMC - Regional Specialized Meteorological Centers. The supervision of aeronautical meteorological service providers shall be carried out in accordance with applicable civil aeronautical procedures and instructions, in order to verify their compliance with EU and national safety regulatory requirements, recommendations and guidance provided in ICAO procedural and circular manuals, but and using guidance materials and WTO and EUROCONTROL guidelines.
Aeronautical information services are those categories of air navigation services that are responsible for providing the aeronautical information / data necessary for the safety, regularity and efficiency of air navigation. The integrated aeronautical information package contains the following elements: AIP (including amendments to AIP), supplements to AIP, NOTAM and pre-flight information bulletins (GDP), aeronautical information circulars (AIC) and existing NOTAM checklists and message lists . The supervision of aeronautical information service providers shall be carried out in accordance with applicable civil aeronautical procedures and instructions, in order to verify their compliance with EU and national safety regulatory requirements, recommendations and guidance provided in ICAO procedural and circular manuals, but also using indicative materials and EUROCONTROL indications, applicable to our geographical area.
Airspace management is a planning function with the primary objective of making the most of available airspace by dynamically allocating time and sometimes by distributing airspace between different categories of airspace users, based on short-term requirements.
Air traffic flow management is an established function to promote a safe, orderly and fast air traffic flow, ensuring the maximum use of ATC capacity and the compatibility between the volume of traffic and the capacities declared by the providers of appropriate air traffic services.

The way in which the AACR, as a competent authority, ensures certification, oversight and enforcement actions by the service providers, in compliance with the provisions of the Regulation (EU) 2018/1139 and Implementing Regulation (EU) 2017/373, is presented in PIAC-ATM/ANS, Part I - "Supervision of ATM/ANS service providers".
