In accordance with Law 139/2000, the activity of aeronautical meteorology represents the set of activities intended for permanent surveillance and knowledge of the evolution of meteorological conditions, is necessary for information and meteorological protection of air navigation and is an integral part of air navigation services.
In turn, the activity of aeronautical meteorology is carried out in accordance with the standards, practices and recommendations of the World Meteorological Organization (WMO) and the International Civil Aviation Organization (ICAO), as well as with the provisions of international aviation conventions to which Romania is a party. in accordance with the specific regulations of the state authority in the field of civil aviation.
Satisfaction of the needs of meteorological information of air navigation, as well as integration in the international exchange of data and meteorological information, in the world meteorological surveillance system for monitoring and protection of the air environment is performed by the Autonomous Administration "Romanian Administration of Air Traffic Services" - ROMATSA, hereinafter referred to as, in the law, the Aeronautical Meteorological Administration, through its profile units authorized by the state authority in the field of civil aviation.
Def: aeronautical meteorologist - non-navigating aeronautical personnel holding an aeronautical meteorologist license which gives them the right to provide meteorological assistance to civil aeronautical activities under the conditions provided in the national regulation RACR-LMET, ed.3 / 2016.
Any person wishing to practice as an aeronautical meteorologist in Romania must hold an aeronautical meteorologist license that contains valid qualifications / degrees and authorizations, corresponding to the operational attributions he will have in the meteorological assistance activity of civil aeronautical activities.
The aeronautical meteorologist license is granted by the licensing authority, under the conditions of fulfilling the established competence requirements, in accordance with the provisions of the mentioned regulation. The prerogatives granted by the aeronautical meteorologist license are periodically revalidated by the licensing authority in accordance with the provisions of RACR-LMET, ed.3 / 2016, respectively PIAC-LMET, ed.02 / 2016.
Obtaining a trainee aeronautical meteorologist license is done through an examination organized by the licensing authority.
The licensing authority may organize examination sessions in order to obtain a trainee aeronautical meteorologist's license upon request, the applicant submitting a written application to that effect at its registry.
The general conditions that must be met in order to participate in the trainee aeronautical meteorologist exam are:
For license applicants "Technical aeronautical meteorologist - trainee":
a) are at least high school graduates with a baccalaureate degree;
b) hold a valid medical / psychological certificate.
For license applicants "Forecast aeronautical meteorologist - trainee":
a) are at least college graduates with a bachelor's degree;
b) have a university and / or postgraduate specialization in the field of atmospheric physics and / or meteorology;
c) hold a valid medical / psychological certificate.
The participation of the applicants in the exam is done after the submission to the licensing authority of a personal file, which must include the following documents:
Technical aeronautical meteorologist - trainee:
a) application for registration;
b) copy of the baccalaureate diploma or bachelor's degree, as the case may be;
c) copy of the identity document;
d) medical / psychological certificate.
Forecast aeronautical meteorologist - trainee:
a) application for registration;
b) copy of the bachelor's degree or postgraduate studies, as the case may be;
c) copy of the identity document;
d) medical / psychological certificate.
Organizing and conducting the exam
The exam is organized in the following disciplines, as follows:
Technical aeronautical meteorologist - trainee:
a) physics - fluid mechanics, thermodynamics;
b) mathematics - algebra, geometry;
c) English.
Forecast aeronautical meteorologist - trainee:
a) atmospheric physics;
b) meteorology - synoptic and dynamic;
c) English.
Details on the notions that constitute the topic, bibliography and content for each exam discipline are established through specific procedures.
The examination must be announced in accordance with the legislation in force.
The final result must be made public within a maximum of 5 (five) working days from the date of the exam.

The minimum overall licensing average is 7 (seven). The minimum grade for passing a discipline is 5 (five).
Candidates' appeals must be submitted in writing to the licensing authority within 2 (two) working days from the date of posting the results.
The appeals are analyzed, within 3 (three) working days from the date of their submission, by a commission appointed for this purpose by the licensing authority. Following the analysis, the results are final and are communicated in writing, within a maximum of two working days, to the applicants concerned.
Cf PIAC-LMET, ed.2 / 2016, para.1.4.7 .: If a candidate is dissatisfied with the result obtained in one or more of the examination tests or with the final result of the examination, he may file an appeal. The appeal is addressed to the general director of AACR and contains the arguments that determined the contestation of the result.
Cf PIAC-LMET, ed.2 / 2016, para.1.4.8 .: The appeal is submitted to the AACR registry in maximum 2 working days from the date of posting the final results on the AACR website. The result of the appeal is sent to the appellant within 5 working days from the date of filing the appeal by him.

The trainee aeronautical meteorologist license is issued for a determined period of time, of maximum 24 months.
Furthermore, a trainee aeronautical meteorologist may obtain an aeronautical meteorologist license only after completing a training course approved by AACR and pass all associated assessments and examinations in accordance with the provisions of RACR-LMET, ed.3 / 2016, respectively PIAC-LMET, ed.02 / 2016.
The aeronautical meteorologist (MA) license is issued for an indefinite period, but the prerogatives granted to the MA licensee by the qualification held in the license and the degree corresponding to the type of aeronautical meteorological service it provides are issued for a limited period of time. In order for the holder of an MA license to exercise the prerogatives conferred by that license, the MA license must be revalidated under specified conditions.
in order to obtain or maintain the prerogatives conferred by the aeronautical meteorologist (MA) license and the qualifications / degrees and authorizations associated with it, the training can be performed in an authorized training center in accordance with the provisions of the national regulation RACR-LMET, ed.3 / 2016 or recognized by the AACR.
