AUTHORIZATION OF TRAINING CENTERS
In order to obtain the initial authorization of a training center for aeronautical meteorological personnel, it is necessary to go through the following stages:
- the entity that intends to become an authorized training center submits a request to AACR in this regard, using the form in Annex 1,
accompanied by the documentation specified in point 7.2.3.1. from RACR-LMET, the edition in force;
- AACR analyzes the presented documentation and submits the related resolution in writing within 60 working days from the date of registration of the application at the AACR registry. Any non-conformities found in relation to the provisions of the regulations in force that establish requirements for the authorization of training centers for aeronautical meteorological personnel are communicated in writing by the AACR to the entity requesting the authorization;
- after verifying the documentation and, as the case may be, resolving any non-conformities, the entity requesting authorization must be audited by AACR, in order to prove the fulfillment of what was declared in the submitted documentation. The planning of the audit will be done on a date established by mutual agreement between the AACR and the entity to be audited, but no later than 15 days from the date of transmission of the resolution by the AACR;
- if the audit carried out by AACR proves that the entity meets all the requirements, AACR must issue the evaluation report and the authorization act within 10 working days from the date of completion of the audit, in accordance with the form in Annex 2 to RACR- LMET, current edition;
- if the requirements are partially met, the AACR can grant a temporary authorization, and the entity must declare the deadlines for solving the non-conformities and must agree with the AACR on a new deadline for performing spot inspections;
- if the non-conformities have not been completely eliminated by the established deadlines, the temporary authorization is revoked and the AACR will establish a new deadline by common agreement with the entity for resuming the initial authorization procedure;
- the authorization is numbered and registered according to the AACR internal procedure. All authorizations have registration number consisting of specific letter code "MET", hyphen and a serial number consisting of 2 digits "NN" representing the organization code. The initial authorization has issue 1.
MAINTENANCE AND REVALIDATION OF THE AUTHORIZATION
In order to extend (revalidate) the authorization as a training center for aeronautical meteorological personnel, the following steps must be completed:
- at least 60 working days before the expiry of the authorization, the authorized training center must submit to the AACR a request for the extension of the authorization using the form in Annex 1 to RACR-LMET, the edition in force;
- after submitting the authorization extension request, at least 30 working days before the authorization expires, the training center must be audited by AACR, in order to prove the fulfillment of the corresponding requirements;
- if the audit carried out by the AACR proves that the training center meets all the requirements, the AACR must issue the evaluation report and the authorization document within 10 working days from the date of completion of the audit, using the form in Annex 2 to the RACR- LMET, current edition;
- if the requirements are partially met, the AACR can grant a temporary authorization, and the entity must declare the deadlines for solving the non-conformities and must agree with the AACR on a new deadline for performing spot inspections;
- if the non-conformities have not been completely eliminated by the established deadlines, the temporary authorization is revoked and the AACR will establish a new deadline for the resumption of the initial authorization procedure by common agreement with the entity.
- The authorization number is maintained, and the edition receives the next number consecutively.
AACR continuously supervises the activity of the authorized training center to maintain the authorization. In this sense, upon request, the authorized training center must make available to AACR inspectors training records, graduation certificates, textbooks and any other relevant materials, allow access to courses and other activities relevant to the center's object of activity authorized training.
With the exception of the supervision activities of the way the courses are conducted, AACR notifies the authorized training center, at least 5 working days before, on the performance of audits or inspections regarding compliance with the authorization conditions.
If the training center intends to modify the documents or activities for which it was authorized, it must submit the respective modification to AACR approval at least 30 working days before the date of entry into force or application of the modification. For the authorization of the new changes, AACR must apply the same procedures as for the extension of the authorization of the training center, respectively the application of the previous paragraphs.
